Carmelita (Carmen) Rosengarten is the executive secretary to the Franklin College Dean of Students. In addition to providing support services to other staff members in the student affairs department, she is responsible for making appointments, taking ID pictures, maintaining a database of student housing and organizational membership records and helping with the new student registration process.

Rosengarten holds a bachelor's degree in commerce from University of the Visayas in the Philippines. Her hobbies include gardening, crocheting, playing tennis and volunteering at Our Lady of Greenwood Church, where she provides ministry in the art of rosary making. She lives with her husband, a son and their dog.
